On January 19, 1988, Colonel Richard N. Goddard became the 380th Bombardment Wing's new commander during a formal change of command ceremony at Plattsburgh AFB. Colonel Goddard became Vice Wing commander on June 20, 1986 after completing the Industrial College of the Armed Forces. Born on July 25, 1944 in Utah, Colonel Goddard was commissioned in November 1966 as a distinguished graduate of Air Force Officer Training School. He completed pilot training at Vance AFB, Ok., in February 1968 after which he moved to Luke AFB, Az for tactical fighter training in the F-100D. He flew 226 combat missions in 1968-1969 while with the 31st Tactical Fighter Wing at Tuy Hoa AB, Republic of Vietnam.
In 1989, Colonel Goddard was selected for reassignment at Headquarters Strategic Air Command, Offutt AFB, Neb.
